BOLOGNA - Pensava di farla franca un capotreno che ha preteso una prestazione sessuale da una passeggera scoperta a viaggiare su un treno senza biglietto. Invece il 53enne di origine campana, ma residente a Milano, è stato denunciato dalla Polfer è sospeso dal lavoro in via cautelativa da Trenitalia.
L'AMPLESSO - Il fatto è successo lo scorso 21 agosto. La donna, una ragazza nigeriana di 27 anni regolare in Italia, stava viaggiando sul convoglio 9417, un Eurostar Milano-Lecce, quando nella tarda mattinata - transitando nella zona di Reggio Emilia - è incappata nel controllo del biglietto. Il dipendente di Trenitalia, quando ha capito che la giovane non aveva il tagliando, ha spiegato alla donna che se voleva evitare le conseguenze del mancato pagamento del biglietto poteva appartarsi con lui per una prestazione sessuale. Prestazione effettivamente consumata poco dopo - sempre stando al racconto della donna - in un locale appartato in uno scomparto nella parte posteriore del convoglio.

LA DENUNCIA - Dopo aver subito l'abuso, però, la donna ha subito avvisato il compagno (che viaggiava sullo stesso treno, ma separato da lei) che a sua volta ha chiamato con il telefono cellulare il 113. A quel punto - il treno era già a ridosso della stazione ferroviaria di Bologna - sono intervenuti gli uomini della Polfer del capoluogo emiliano. I poliziotti hanno raccolto i racconti di entrambi. Lui ha negato ogni addebito, lei invece ha fornito particolari precisi della vicenda. Alla fine la polizia ferroviaria ha denunciato l'uomo all'autorità giudiziaria per concussione sessuale. Sulla vicenda erano subito intervenute, il giorno dopo, le Ferrovie dello Stato, con una nota in cui spiegavano che il Gruppo, informato dell'episodio di «presunto tentativo di molestie sessuali» aveva «immediatamente avviato i necessari accertamenti per chiarire la dinamica dei fatti. Qualora fosse accertata la responsabilità del dipendente saranno adottati i provvedimenti disciplinari previsti». L'uomo è stato effettivamente sospeso in via cautelare per 60 giorni. In attesa che si completi l'accertamento dei fatti Trenitalia, alla luce degli elementi acquisiti, ha ritenuto opportuno applicare il provvedimento.

Nigeria to host arts summit, exhibition in Abuja

Abuja, Nigeria - Nigeria will from 7 September host the first one week of African Regional Summit and Exhibition on Visual Arts (ARESUVA) in the nation's capital, Abuja, PANA reports Thursday. The summit and exhibition are part of the efforts towards achieving rapid cultur al and economic development as envisioned in the New Partnership for African Development (NEPAD).

Stakeholders from more than 30 African nations, representatives of international organisations and other parts of the world are slated to attend the event, taking place at the International Conference Centre (ICC).

Minister of Culture, Tourism and National Orientation, Prince Adetokunbo Kayode, told journalists that the summit would give Africa and Nigeria the needed globa l recognition and make the nation a tourist destination.

Kayode said adequate provision had been made to ensure the successful take-off of the summit, which is expected to generate between US$ 50 million and US$ 100 million in foreign exchange earnings.

He pointed out further that the summit was also expected to be sustained through a public/private partnership and the international business communities because of the huge value and the limitless talent in arts work.

According to him, the Nigerian visual arts would soon go on a world tour as a wa y of providing opportunity for Nigerian artists to showcase their talent as well as provide the opportunity to display Nigerian art works because already the ministry is putting in place the framework that would ensure the sustainability of ARESUVA.

On the economic benefits of the summit to Nigeria, the Director-General of the N ational Gallery of Arts Joe Musa said arts was beauty that was appreciated and t h e value of artwork was limitless.

Musa said that was why ARESUVA was put together by the National Gallery of Arts with the aim of transforming visual arts into a major economic earner in Africa i n line with the yearnings of stakeholders.

He said the summit would bring visual artists, arts scholars and other stakehold ers in the arts business together for the promotion of visual arts in Africa and would address the issue of development and setbacks in the arts sector.

According to him, it will also forge a means of providing significant and lastin g global solutions that would ensure the future of visual arts development and s u pport sustainable creative strategy for practitioners and stakeholders in the sector as a tool for economic reintegration.

Nella ricostruzione di Gian Antonio Stella, ricca di fatti, personaggi, avventure, aneddoti, storie ignote, ridicole o sconvolgenti, c'è finalmente l'altra faccia della grande emigrazione italiana. Quella che meglio dovremmo conoscere proprio per capire, rispettare e amare ancora di più i nostri nonni, padri, madri e sorelle che partirono. Quella che abbiamo rimosso per ricordare solo gli "zii d'America" arricchiti e vincenti. Una scelta fatta per raccontare a noi stessi, in questi anni di confronto con le "orde" di immigrati in Italia e di montante xenofobia, che quando eravamo noi gli immigrati degli altri, eravamo "diversi". France plays down Italy's reparation payment to Libya

Paris, France - France says the excuses and compensations Italy has promised to pay to Libya for its colonial occupation of the African nation cannot be a precedent.

"This is strictly an arrangement between Italy and Libya which we regard as moves to enhance relations between Libya and the international community, including European," declared Eric Knight, a representative of the spokesperson of the French Foreign Affairs Ministry.

"The said developments relate to a particular aspect of the bilateral relations between Italy and Libya," he told newsmen here.

Libyan leader Mouammar Kadhafi and the Italian Prime Minister, Silvio Berlusconi, Saturday in Benghazi signed a treaty of friendship and co-operation regarding compensations for the Libyans for the losses they suffered during the colonial period.

Under the treaty, Italy will also build a coastal motorway to connect Libya's western and eastern parts of the country, and clean up the Libya of land mines.

Rome is also committed to provide Tripoli with information on the fate of about 5,000 Libyans who went on exile (living in uninhabited Italian islands) during the Italian invasion of Libya.

AMERICAN JOURNALIST ARRESTED IN NIGERIA

American Journalist Arrested in Nigeria

LAGOS, Nigeria — An American documentary filmmaker and his translator working in the volatile Delta region of Nigeria have been arrested and accused of spying, according to Nigerian government officials and media watchdog groups.

Andrew Berends, a New York-based freelance journalist who was working on a film about the oil-producing Delta region, was arrested on Sunday and held for 36 hours before being released. Mr. Berends's passport and equipment were confiscated, and he was made to report back to the State Security Service early Tuesday morning. His translator, Samuel George, was also arrested.

"When you come to a security area with no clearance it's against the rules," said a military spokesman, Major Sagir Musa, who confirmed that Mr. Berends had been arrested and handed over to the security service. "He had no security clearance. It is for his own safety. If something happens to him it's an embarrassment to the security agencies. It's not normal times in the area right now. The S.S.S. will investigate him and once they are satisfied they will release him, God willing."

Mr. Berends contacted both Reporters Without Borders and the Committee to Protect Journalists Monday night, and both advocacy groups condemned his detention.

"Berends was arrested just for doing his job and no other reason," Reporters Without Borders said in a statement Tuesday. "It is absurd for the authorities to think that, by arresting him and his interpreter, they can conceal the economic and ecological disaster unfolding in the Niger Delta."

Despite its oil riches, the Niger Delta is a desperately poor and increasingly lawless part of the country where wealth is siphoned away by corrupt officials. Militants demand a greater share of the area's oil resources and claim to be fighting on behalf of the impoverished residents, but also appear to be engaging in many criminal and opportunistic acts of violence. Hundreds of foreign workers and wealthy Nigerians have been kidnapped for ransom, and oil theft is rampant.

Several other foreign journalists and filmmakers have been detained while working in the region in recent years. In April, four members of a Seattle-based film crew were arrested while filming in the Delta and held for six days on spying charges. In May, a CNN journalist was detained while in the main Delta city of Port Harcourt and questioned by the S.S.S. for five days before being released.

"The government probably knows the fellow's real mission and that it has nothing to do with espionage, but they want to do it to discourage others from coming to report on the situation on the ground," said Chris Alagoa of the Niger Delta Peace and Security Secretariat, a community organization in the region. "They shouldn't report on things that aren't true, but if they're reporting objectively on the situation, the world and the Nigerian people have a right to know the truth. Hounding journalists and filmmakers who want to inform the public is in bad taste."

While Nigeria has a significantly freer press than most other Africa nations, gathering information in the tumultuous Niger Delta is particularly difficult.

"We have one of the freest presses in Africa, but there are rules," said Nwuke Ogbonna, Information Commissioner for Rivers State, of which Port Harcourt is the capital. As for Mr. Berends, he said, "He may have engaged in actions that are not in the national interests of this country. Whether that means spying or entering off-limits areas I can't say. It's for the security agents to determine whether this means he was spying."

Mr. Berends had visited Nigeria on several occasions and had been in the country since April on this particular trip. He often ventured into the creeks of the Delta to film in local villages affected by oil drilling. Two weeks ago, Mr. Berends said he had nearly finished his work and was planning on returning to New York this month.

TORINO 02/09/2008 - L'imbianchino albanese e l'ambulante gabonese, la parrucchiera nigeriana e l'operaio marocchino, persino il rifugiato iracheno. Tutti clandestini, tutti quanti già raggiunti dall'ordine di lasciare il territorio nazionale. Un ordine ignorato con disarmante disinvoltura. Per questo motivo i cinque stranieri sono stati arrestati e poi processati. Ma per tutti è infine arrivata una sorprendente assoluzione. Assolti «perché il fatto non costituisce reato» e di nuovo liberi. Liberi di tornarsene a casa, liberi di ricominciare la vita di sempre. Una vita da clandestini.

L'imbianchino albanese
Si chiama Kleanthi Kongjani, è albanese e ha 28 anni. È irregolare in Italia, vive a Torino con il fratello e altri familiari. Fa l'imbianchino, lavora a Ivrea. Era stato fermato una prima volta a fine luglio, gli agenti gli avevano notificato l'ordine di lasciare il territorio italiano perché privo di un regolare permesso di soggiorno. Kleanthi Kongjani ignora l'ordine del Questore e continua la vita di sempre. Viene fermato una seconda volta a fine agosto, in questa occasione scatta l'arresto. Kongiani viene processato, ma il giudice Paolo Gallo accoglie le richieste della difesa e opta per la liberazione dell'imputato e l'assoluzione nel processo con rito abbreviato. Il motivo? L'imbianchino albanese è giovane, incensurato e ha un lavoro.

La parrucchiera nigeriana
Edith Oriri viene fermata per la prima volta nel gennaio di un anno fa. È priva di documenti, le viene ordinato di tornarsene in patria, in Nigeria. Ma lei resta in Italia. «Preferisco vivere qui, a me la Nigeria non piace», spiega ieri mattina al giudice Gallo. «Qui lavoro come parrucchiera, mi trovo bene. In Nigeria non saprei dove andare, lì è rimasta solo mia sorella». Edith viene fermata per la seconda volta alcuni giorni fa, viene arrestata e ieri mattina processata. E assolta «perché il fatto non costituisce reato».

L'ambulante gabonese
Habdull Fall non ha studiato, non sa leggere né scrivere. «Per questo motivo - spiega al giudice - non ho lasciato l'Italia. Non riuscivo infatti a capire cosa ci fosse scritto sul foglio che mi ha consegnato la polizia». Quel foglio gli intimava di lasciare al più presto il territorio nazionale. Habdull Fall, però, resta in Italia, a Torino. Dove continua a vendere le sue borse. Viene arrestato, processato. Assolto. Da oggi potrà tornare in strada a vendere i suoi prodotti.

L'operaio marocchino
Abdelrhafour Sellami ha 24 anni, vive a Torino con il padre e lo zio. «Lavoro, faccio l'operaio. E i soldi che guadagno devo spedirli in Marocco. Lì vive ancora mia madre, non ha un lavoro e io devo aiutarla». Abdelrhafour viene fermato una prima volta a giugno, quindi a fine agosto. «Non sono andato via dal vostro paese non solo perché devo mantenere mia madre, ma anche perché ho dovuto assistere per mesi mio padre malato». Assolto anche lui.

Il rifugiato iracheno
Mohmed Husseno è nato a Baghdad, città dalla quale è fuggito quando sono arrivati gli americani. «Non riuscivo a trovare lavoro, non riuscivo a mangiare. Lì c'è la guerra, è impossibile condurre una vita normale». Un ritornello ripetuto in aula anche dal difensore dell'imputato: «Su Baghdad piovono bombe quasi tutti i giorni, come può il mio cliente tornare a vivere in quell'inferno?». Accontentato. Mohmed Husseno viene scarcerato e assolto. Anche lui potrà ricominciare a vendere borse. Borse rigorosamente false.

Italian Prime Minister Silvio Berlusconi has signed an agreement to pay Libya $5bn as part of a deal to resolve colonial-era disputes.

Libyan leader Col Muammar Gaddafi said the settlement signed in the city of Benghazi opened the door to partnership between the two states.

Mr Berlusconi said the deal, which sees the money being released over 25 years, ended "40 years of misunderstanding".

Libya was occupied by Italy in 1911 before becoming a colony in the 1930s.

The former Ottoman territory became an independent country in 1951.

This is the first African country to be compensated by a former colonial master, the BBC's Rana Jawad reports from Benghazi.

The question is, she adds: will this latest move set precedents for other former African countries to follow suit?

Coastal motorway

Mr Berlusconi explained that $200m would be paid annually over the next 25 years through investments in infrastructure projects, the main one being a coastal motorway between the Egyptian and Tunisian borders.

There will also be a colonial-era mine clearing project.

As a goodwill gesture, Italy also returned an ancient statue of Venus, the headless "Venus of Cyrene", which had been taken to Rome in colonial times.

The settlement was a "complete and moral acknowledgement of the damage inflicted on Libya by Italy during the colonial era", the Italian prime minister said.

"In this historic document, Italy apologises for its killing, destruction and repression against Libyans during the colonial rule," Col Gaddafi said for his part.

The agreement was signed in the Benghazi palace which once housed the Italian colonial administration, Reuters news agency reports.

Rome and Tripoli have spent years arguing over compensation for the colonial period.

Mr Berlusconi's one-day trip was his second since June when illegal immigration from Africa to Europe was the key issue of talks.

Italy has been swamped by thousands of African migrants trying to reach its shores by boat.

Libya has come in from the diplomatic cold since 2003 when it abandoned efforts to acquire weapons of mass destruction.

Next week, US Secretary of State Condoleezza Rice is scheduled to make the first high-ranking American visit to Libya since 1953.
